Profile Summary

MD. Avi Hossain is a labour economist and policy expert with over a decade of experience across international organizations, academia, research institutes and development agencies. Currently serving in multiple high-level consulting roles with organizations such as the United Nations Resident Coordinator’s Office, Cornell University, ILR, GLI, United Nations Industrial Organization (UNIDO), and UN Women. he specializes in labour economics, climate financing, just transition, and macroeconomic policy in the context of sustainable development and LDC graduation.

He has a proven track record of leading large-scale, multi-country research projects, organizational strategic framework development, programme and budget management, coordinating with government institutions, and designing evidence-based policy frameworks. His work spans critical areas including employment policy, trade competitiveness,
gender-responsive macroeconomic and trade policies, and climate-resilient industrial development, climate and labour nexus, labour market data analysis. Mr. Avi served as one of the senior management officials at the ILO-Country office Dhaka, and also served as the employment specialist/economist at the ILO Pacific The Islands hub office in Suva, Fiji in a secondment for about 6 months.

Mr. Avi worked as the UN M&E and UN Data Group Focal during his tenure at the ILO and was responsible for UN Cooperation Framework (UNSDCF) reporting and decent work country programme reporting and evaluation. He served as the focal point for Trade Unions, ACTRAV, the Labour Ministry, Economic Resource Divisions, Bangladesh Bureau of Statistics, and the Ministry of Planning. He was the led ILO Bangladesh’s collaboration and partnerships with Research and academic institutions and initiatives at the ILO Dhaka, and led the areas of work such as Employment, labour market, wage, and macroeconomic policies. He was seconded to the ILO Suva Office, Fiji, for the Pacific Region as an Employment Specialist/Economist, where he worked in the formulation of the National Employment Policies of several Pacific Island Countries.

His previous work experiences include skills development, private sector engagement and employment programs, and agriculture market systems development program for Swisscontact Bangladesh and the South Asia Regional Office, where he served as Manager: Employment and Private Sector Team. He also worked as a Senior Research Associate at the South Asian Network on Economic Modelling (SANEM), a prominent South Asian think tank. He worked as a graduate research fellow at the Employment Policy Analysis and Programme (EPAP) of ITC-ILO in Turin, Italy, where he worked as a research fellow besides his master’s coursework. He also worked as a graduate research assistant for the European Center for Advanced Research in Economics and Statistics (ECARES) during his PhD studies at the Solvay Brussels School of Economics and Management of the University of Brussels. Labour market impact analysis, econometric modeling for international trade, and quasi-experimental modeling are among his interests and skills. He has significantly contributed to the Labour Force Survey’s Statistical Standards and Definition upgrading according to ICLS. Mr. Avi represented Bangladesh in the 21st International Conference for Labour Statisticians (ICLS) at the ILO HQ in Geneva, contributing to the process of updating LFS definitions and standards of Bangladesh as a senior ILO Official. Currently, he is pursuing a PhD in Economics at the Queensland University of Technology in Australia as an awardee of the prestigious Research Training Program (RTP) scholarship awarded by the Australian Government.
